MoU betwen the OIML and Global ACI
The OIML and Global ACI (Global Accreditation Cooperation Incorporated) have signed a Memorandum of Understanding (MoU) to build on and enhance the existing long-standing relationships between the OIML, the International Accreditation Forum (IAF), and the International Laboratory Accreditation Cooperation (ILAC).
The MoU recognizes:
- that measurement plays an essential role in developing confidence between trading partners and in demonstrating that goods comply with written specifications and legal requirements;
- that accreditation and legal metrology are key elements of an essential infrastructure for national and international consistency of measurements;
- that the use of competent product certification, quality management system certification, testing, calibration and inspection in legal metrology controls must be encouraged;
- that the existence of a Multilateral Recognition Arrangement (MRA) between Global ACI members provides the cornerstone for the acceptance of results from accredited testing and calibration laboratories and inspection and certification organizations;
- the importance of the International Organization of Legal Metrology (OIML) Certification System (OIML-CS) and the Global ACI MRA in underpinning a unified worldwide metrology system for consumer protection, industry, commerce and world-wide trade; and
- the complementary nature of OIML and Global ACI and the benefits of working together for the development of an international, global metrology system.
The MoU was signed on 14 April 2026 by Brahim Houla, Global ACI Chair, and Bobjoseph Mathew, CIML President.

Previous MoU
This MoU with Global ACI replaces the previous MoU with the IAF and ILAC.
Global ACI
Global ACI was launched on 01 January 2026, further to a decision by the IAF and ILAC to establish a single international organization for accreditation. Activities formerly covered by IAF and ILAC are now all covered by Global ACI, streamlining global efforts to promote accreditation and the quality infrastructure. Global ACI operates the Global ACI Multilateral Recognition Arrangement (MRA) between Global ACI member signatories, allowing for the mutual recognition of accredited certificates, reports and statements in economies worldwide. To support the operation of the OIML-CS and the assessment of competence of the OIML Issuing Authorities, the OIML-CS (Scheme A) is now a Global ACI Endorsed Scheme.
In addition to the Endorsed Scheme, two existing Joint Assessment Procedures developed with the IAF and ILAC are available:
These provide information and guidance to accreditation bodies conducting assessments under the OIML-CS of OIML Issuing Authorities and Test Laboratories. in the near future they will be replaced by a single Joint Assessment Procedure with Global ACI.
