The 17th International Conference on Legal Metrology (the Conference) was held on 14 October 2025 in Paris, France. 51 Member States were present, so the quorum was reached. In addition, there were representatives from twelve OIML Corresponding Members and five Organizations in Liaison.
His Excellency Fahad M. Al Ruwaily (Ambassador of the Kingdom of Saudi Arabia to the French Republic) was elected as the Conference President, and Ms Renée Hansson (Sweden, CIML First Vice-President) and Dr Bobjoseph Mathew (Switzerland, CIML President) were elected as Conference Vice-Presidents.
Dr Mathew reported on key developments, strategic initiatives, and operational highlights since the 16th International Conference on Legal Metrology (2021), welcoming the increase in membership that reflects the increasing recognition of legal metrology’s importance in supporting national economies and the global quality infrastructure.
The financial accounts for the period 2021–2024 were presented. The Conference noted that the budget had been managed in conformity with the expenses necessary for carrying out the work of the Organization, and that the accuracy of the financial report had been certified by annual external audits.
The Conference gave its definitive discharge to the CIML President and to the BIML Director for their management of the budget during the financial period.
The Conference studied and approved the budget for the 2026–2029 financial period, which included proposals to maintain the base contributory share for Member States without increase, to continue with the increase in Corresponding Member fees approved at the 16th Conference (2021), and to increase the certificate registration fee for OIML-CS certificates.
The Conference sanctioned the list of new, revised, and withdrawn publications approved by the CIML over the last four years.
Mr Anthony Donnellan, BIML Director, reported on the activities and achievements of the BIML and its staff over the four-year period, particularly the continued efforts to improve the effectiveness of OIML technical work, and activities in support of the OIML-CS, CEEMS, the DTG, and World Metrology Day.
The Chairpersons of the OIML-CS Management Committee, the CEEMS Advisory Group, and the Digitalization Task Group, provided reports on their activities.
