The 60th Meeting of the International Committee of Legal Metrology (CIML) was held on 13 and 15 October 2025 in Paris, France, as an in-person meeting. Fifty-five Member States were present or represented, so the quorum was reached. In addition, there were representatives from twelve Corresponding Members and five Organizations in Liaison.
Opening speeches were given by His Excellency Fahad M. Al Ruwaily (Ambassador of the Kingdom of Saudi Arabia to the French Republic) and His Excellency Askar Abdrakhmanov, (Ambassador, Permanent Delegate of the Republic of Kazakhstan to the United Nations Education, Scientific and Cultural Organization (UNESCO)).
The CIML President, Dr Bobjoseph Mathew, welcomed Venezuela as a new Corresponding Member, and welcomed the new CIML Members and Representatives from Corresponding Members. He reported on the key activities including international activities in which the OIML was represented.
The BIML Director, Mr Anthony Donnellan, reported on financial matters, and the activities and achievements of the International Bureau of Legal Metrology (BIML) and its staff. For the 60th CIML Meeting, Mr Donnellan’s report included a summary of the activities that the BIML staff performed to raise awareness of, and to promote, international legal metrology.
The financial accounts for 2024 were presented and were approved by the CIML. The status of the membership was also presented. Mr Donnellan reported that the Organization continues to be in a strong financial position, although late payments still present an underlying risk to the OIML. He stated that expenses remain generally within expectations. The budget for the financial period 2026–2029 was presented and approved by the CIML.
The BIML gave a report on the progress of the technical work of the Organization, and lists of high-priority projects and publications were approved by the Committee.
The following publications were approved:
- Revision of OIML R 142:2008 Automated refractometers
- Amendment to OIML R 111:2004 Weights of classes E1, E2, F1, F2, M1, M1-2, M2, M2-3 and M3
- Revision of R 91:1990 Radar equipment for the measurement of the speed of vehicles, to be published with the new title Traffic speed meters
- Revision of OIML B 18:2022 Framework for the OIML Certification System (OIML-CS)<
The following publications were withdrawn:
- OIML B 17:2012 Policies and rules for the reimbursement of travel expenses incurred by CIML Members of Honour and invited guests in attending OIML events (including Amendment 1
dated 2023-11) - OIML D 37:2022 Guide to the application of ISO/IEC 17020 to the assessment of OIML Issuing
Authorities under the OIML-CS
A new technical project was approved under TC8/SC1 and the convenership of Ukraine:
- The development of a new OIML Guide Fixed storage and transportable tanks. Calibration using electro-optical distance-ranging method
The following projects were cancelled:
- TC8/SC1/p5 Revision of R 95 Ships’ tanks - General requirements,
- TC8/SC1/p11 Revision of R 125 Measuring systems for the mass of liquids in tanks,
- TC10/SC2/p2 Combined revision of R 101 and R 109 Indicating and recording pressure gauges, vacuum gauges and pressure-vacuum gauges with elastic sensing elements,
- TC17/SC3/p2 New publication: Method of carrying out pH-measurements and certification methods of solution for verification of pH-meters.
Dr Janet Miles gave a brief update on OIML communications and publications, highlighting the importance of celebrations of World Metrology Day in raising the profile of metrology, and presenting new work relating to the OIML Bulletin and the registration of Digital Object Identifiers (DOIs).
The Chairperson of the OIML-CS Management Committee (MC), Mr Marc Schmidt, reported on the activities of the OIML-CS, including the 10th MC Meeting held in Prague, Czechia. His report focused on the cooperation with IAF on the endorsement of the OIML-CS, global acceptance of OIML-CS certificates and reports, development and future growth of the OIML-CS, and the high-priority work of the MC.
The Chairperson of the CEEMS Advisory Group (CEEMS AG), Mr Jaco Marneweck, gave an update on the activities of the CEEMS AG. He was re-appointed for a period of three years subject to his renomination by the CEEMS AG.
The Chairperson of the OIML Digitalization Task Group (DTG), Dr Sascha Eichstädt, reported on the activities of the group. The Chairperson and Deputy Chairperson, Dr Yang Ping, were re-appointed for three years with immediate effect.
Dr Pamela Dagg (Ireland) reported on the activities of the RLMO Round Table (RT). Mr Pedro Pérez Vargas (Colombia), who was appointed as Chairperson of the RLMO RT in 2024, has had to step down from this role and Dr Pamela Dagg was appointed Chairperson. She reported on the outputs of the RLMO RT since the previous meeting of the CIML.
Liaison reports were presented by CECIP, IAEA and SMIIC.
Mr Ian Dunmill reported on the role of the OIML during COP29 (November 2024).
Dr Charles Ehrlich and Mrs Corinne Lagauterie were appointed Members of Honour.
