Requirements to be an OIML Issuing Authority

From 1 January 2018, an organization in an OIML Member State that wishes to issue OIML Certificates will need to be an OIML Issuing Authority under the OIML-CS. An organization that wishes to become an OIML Issuing Authority will need to demonstrate compliance with the requirements of ISO/IEC 17065 (and OIML D 29). To be an OIML Issuing Authority for measuring instrument categories that are in Scheme A, the organization will need to demonstrate compliance through accreditation or peer assessment. For measuring instrument categories that are in Scheme B, a ‘self-declaration’ (with supporting evidence) is sufficient for demonstrating compliance.

 

Test Laboratories

The organization will need to designate a Test Laboratory(ies) that will be responsible for performing certain or all tests on a type of measuring instrument. The scope of the Test Laboratory(ies) must cover the intended scope of the OIML Issuing Authority. Test Laboratories will need to demonstrate compliance with the requirements of ISO/IEC 17025 (and OIML D 30), with compliance demonstrated through accreditation or peer assessment under Scheme A and ‘self-declaration’ under Scheme B.

 

Declaration

Once approved, the OIML Issuing Authority will sign a declaration stating that it will abide by the rules of the OIML-CS. The scope of the OIML Issuing Authority and its associated Test Laboratories will be detailed in an Annex to the declaration.

 

Utilizer status

Where an organization becomes an OIML Issuing Authority under Scheme A, the OIML Member State must also become a Utilizer for that category of measuring instrument. Information on becoming a Utilizer under the OIML-CS can be found here.

 

Requirements for peer and accreditation assessments

For peer assessments, an approved lead assessor and Legal Metrology expert(s) from the OIML-ILAC-IAF list of approved experts must be used. For accreditation assessments, Legal Metrology expert(s) from the OIML-ILAC-IAF list of approved experts must be used. In both cases, the Legal Metrology expert(s) should be selected according to the intended scope of the OIML Issuing Authority. The OIML-ILAC-IAF list of experts to participate in accreditation and peer assessments will be available to download from here in the near future.
