The R 60 and R 76 DoMCs have now been published with all the applicable Annexes, in particular testing procedures related to the additional national requirements which are inculded in the scope of the DoMCs. Issuing Participants shall now issue their OIML Evaluation Reports and OIML Certificates of Conformity under the MAA. Further to the publication of these DoMCs, the final R 60 CPR and R 76 CPRs have been established.
A report on the MAA implementation was presented at the 41st CIML Meeting. Resolutions were submitted for approval to CIML Members, among which one related to the transitory period for allowing the issue of OIML basic Certificates of Conformity. Note: Basic OIML Certificates are OIML Certificates of Conformity issued according to OIML B 3 outside the scope of the MAA. Certificates issued under the MAA are named " OIML MAA Certificates”. This transitory period is applicable to OIML Issuing Authorities which do not participate in the DoMCs or which participate in the DoMCs as Utilizing Participants only. The end of the transitory period has been provisionally fixed at 31 December 2008. This deadline will be reviewed by the CIML at its 43rd Meeting based on a BIML report on operation, experience and feedback from industry.
Issuing Participants in the R 60 and R 76 DoMCs are able to issue basic OIML Certificates (see the note above) related to applications for OIML type evaluations received before the publication of the DoMC and for which the OIML Certificate has not been issued before the publication. When recording the relevant OIML Certificate the BIML could request justification on the date of the application.
Further to a decision of the R 60 and R 76 CPR, test results provided by manufacturers are excluded from the scope of the first two DoMCs. Nevertheless, several countries are in favor of taking into account test results submitted by maufacturers provided that certain criteria are fulfilled. This issue will be discussed again at the next R 60 and R 76 CPR Meeting. It will be also discussed in OIML TC 3/SC 5 when revising OIML B 3 OIML Certificate System for Measuring Instruments and OIML B 10-1 Framework for a Mutual Acceptance Arrangement on OIML Type Evaluations. To this end, the BIML suggests organizing a prelimary discussion on the MAA Forum to collect any comments and suggestions. Note 1: Peer assessments are conducted every four years. The assessment team is generally composed of two assessors (one quality systems expert and one metrological and technical expert). Consequently, based on a two-day assessment, the cost for each assessed testing laboratory will be 6000 € every four years. Note 2: The cost for participating in CPR Meetings may not be directly borne by Issuing Authorities since representatives in the CPR represent their country. CPR Members are appointed by CIML Members. In addition, costs are not borne by Issuing Participants only but also by Utilizing Participants and Associates.
